       que las armas cedan a la toga; que los militares cedan ante el gobierno civil; para solucionar los conflictos se debe recurrir a la justicia antes que a la guerra.
       Primer hemistiquio de un verso de Marcus Tullius Cicero (106-43 a.C.) en De officiis, I-77 en alabanza propia, en memoria de su consulado. Se emplea esta frase para expresar que el gobierno militar, representado por las armas o por la espada, debe ceder el paso al gobierno civil, representado por la toga, o inclinarse ante él.
